Tangerang, June 05th 2026 — Amid efforts to strengthen the national defense industry's self-reliance, the Trade Return, Local Content, and Offset (IDKLO) program has become one of the strategic initiatives to drive technology transfer, human capital development, and the enhancement of domestic industrial capabilities. For PT Garuda Maintenance Facility Aero Asia Tbk (GMF), the implementation of various offset programs not only expands the company's business scope but also serves as a catalyst for strengthening its competencies. This commitment is reflected in the various initiatives currently being undertaken by GMF, including a strategic dialogue held recently with the Ministry of Defense's Director of Defense Industry, Brigadier General Darwin Saputra, Director of Technical Defense Potential Development at the Directorate General of Defense Potential, Air Commodore Dedy Laksmono, as well as representatives from international partners, including Safran Aircraft Engines Offset Manager Arnaud Merrien and Chief Executive Officer of PT Dassault Aviation Indonesia, Jerome Puech.

One of the key strategic highlights of the visit was the development of Ground Support Equipment (GSE) with Safran to support aircraft operations through collaboration with global partners. This initiative focuses on strengthening technical capabilities and continuously enhancing engineering competencies within GMF. The program has now entered the early development phase, including design and prototyping processes. This effort represents an important step toward advancing industrial independence and strengthening technological capabilities at the national level.
In addition, GMF has recorded progress across various other offset programs. The Rafale program has completed technical training and begun implementing technical support and subcontracting services. Meanwhile, the C-130 program has demonstrated significant achievements through aircraft modernization, including the replacement of the Center Wing Box (CWB) and the execution of technology transfer initiatives. For the Airbus A400M and Falcon 8X programs, GMF is currently preparing maintenance capabilities through technician training, equipment procurement, and audit processes.
GMF CEO, Andi Fahrurrozi, stated that the implementation of these offset programs not only expands GMF’s service portfolio but also acts as a catalyst in strengthening the national aerospace industry. “This initiative not only enhances GMF’s maintenance capabilities but also supports the development of engineering and manufacturing competencies, which are essential foundations for advancing the independence of the national defense industry,” he said.
He further added that collaboration with global partners through offset schemes opens opportunities for human capital development, technology transfer, and facility readiness improvements in accordance with international standards. This forms part of GMF’s ongoing efforts to strengthen its position as a strategic partner within the global aviation industry ecosystem.
